NVQ Level 2 Under Floor Insulation
We aim to help you gain your Insulation NVQ as quickly and conveniently as possible.
This NVQ is suitable for all floor insulation installers who are working in one or a combination of the following environments:
- Retrofitting or replacing floor insulation in private homes.
- Installing floor insulation in buildings on new build sites.
- Installing floor insulation in commercial properties and large industrial buildings.

We deliver the course through the Onsite Assessment and Training (OSAT) route. The OSAT route lets you work towards the qualification at your own pace. It is a workplace and evidence-based qualification; classroom or workshop learning is rarely required.
Upon completing your NVQ Level 2, you can apply for your CSCS blue card (skilled worker).
To undertake an Underfloor Insulation NVQ, you must meet the following criteria:
- Minimum of three years’ experience working in cavity wall insulation
- Must currently be working in the trade
- Aged 19+
At the beginning of your NVQ in Insulation and Building Treatments – Under Floor Insulation, we will assign you an experienced assessor who will work alongside you for the duration of the course as you gather work-based evidence for your portfolio.
Evidence can include:
- An on-site observation while you work, carried out by your assessor in your workplace. During the observation, your assessor’s role is to gather visual evidence of your competency as a floor insulation installer. Your assessor will also check that you follow health and safety guidelines; he is not there to judge your level of expertise.
- Photographs or videos of your work. You can ask a workmate to film or take photos – your assessor will advise you on this.
- References, employer endorsements or witness testimonies verifying your work in floor insulation.
- Detailed job logs of work you have completed during the NVQ.
- A recorded professional discussion with your assessor, either face-to-face or over the telephone. A professional discussion is useful when your assessor is unable to observe you carrying out specific job tasks.
- A knowledge Q&A for the occupational area
During your NVQ, your assessor will support you in gathering work-based evidence for a range of skills, including pre-checks, working to specifications and manufacturers’ guidelines, working in accordance with health and safety regulations, and preparing and installing floor insulation.
Your assessor will cross-reference your evidence against the NVQ units until your portfolio is complete. Our internal verification team will then check your portfolio and claim your NVQ certificate.
Types of evidence may include:
- An on-site observation while you work, carried out by your assessor in your workplace.
- Photographs or videos of you working.
- References, employer endorsements or witness testimonies verifying your work as an insulation worker.
- Detailed job logs of work you have completed.
- A recorded professional discussion with your assessor, either face-to-face or over the telephone. Learnerswho have not already acquired ACOP certification in Gas Safety Awareness will be asked to demonstrate their knowledge of gas safety in a professional discussion.
- Coursework covering the ‘theory’ of cavity wall insulation and construction health and safety.
During your NVQ, your assessor will support you in gathering work-based evidence for a range of skills, including pre-checks, drilling and filling, and health and safety awareness.
Once your assessor is satisfied you have submitted sufficient evidence, our internal verification team will check your portfolio. They will then claim your NVQ certificate.
Although underfloor insulation operatives can take up to six months or more to achieve their NVQ, we find that most complete the qualification in 2 to 3 months.
Ultimately, the qualification will fit around your professional and personal commitments. Work towards it at a speed you feel comfortable.
On completion of your Underfloor Insulation NVQ course, you can apply for your Skilled Worker card (blue card). If you require a CSCS card while you are working towards your NVQ, you can apply for your temporary Experienced Worker card (red card).

MANDATORY UNITS
Learners must complete the FOUR mandatory units
- Conforming to general health, safety and welfare in the workplace
- Conforming to productive working practices in the workplace
- Moving, handling and storing resources in the workplace
- Insulation and building treatments, building construction, defects and interfaces
ADDITIONAL UNITS
Learners must complete at least ONE of the optional units.
Optional
- Installing insulation to suspended floors in the workplace
- Spraying insulation to suspended floors in the workplace
Learnerscan elect to take additional units, but they do not form part of the core qualification.
Additional
- Erecting and dismantling access/working platforms in the workplace
- Develop customer relationships

I am an employer. Will this NVQ help my company access ECO4 work?
The NVQ in Insulation and Building Treatments demonstrates worker competency for PAS2035. To access Eco4 and government-funded work, you will need to gain accreditation with TrustMark and PAS2030 certification through an approved body. Who will assess my NVQ?
Before starting your qualification, an assessor will be assigned to work with you and provide ongoing support.
DMR assessors are former construction workers with at least five years’ experience in NVQ assessment.
They hold an A1 or TAQA assessor’s qualification, a minimum of NVQ Level 2 in their occupational area and a blue or gold CSCS card.
Can you provide support if I am dyslexic or have a learning disability?
We provide full training to all our assessors in supporting people with a learning disability or dyslexia. If you need extra support and guidance with the written elements of your Under Floor Insulation NVQ, your assessor will draw up an assessment plan tailored to your needs.
Where will my NVQ take place and what will I need to do?
An NVQ is a workplace competency qualification. As a competent under floor insulation installer, you will be expected to document your skills and experience through various types of ‘evidence’.
Your assessor will carry out at least one observation in your place of work. You will also complete coursework in your own time.
To achieve your qualification, you will not need to travel, there are no exams to sit, and you will not need to take time off work. Your assessor will provide support and guidance face-to-face, by phone and by email.
Are grants or funding available?
CITB-registered employers can claim a grant of £600 for every employee or contractor who completes an NVQ Level 2 to 7. You can find more information on the CITB website.

How long will it take to get my certificate after I finish my NVQ?
When you have completed your NVQ portfolio, our internal verification team will check it for compliance. They will then claim your certificate with NOCN. Once we have received your certificate from the awarding body, we will forward it to you by recorded delivery. This process usually takes between two and four weeks.
How do I apply for my Under Floor Insulation CSCS card?
To get your CSCS Skilled Worker card, you will also need to pass the CITB Health, Safety & Environment Test at your local test centre.
You can apply for your card by visiting www.cscs.uk.com/applying-for-cards. You will need to upload a copy of your NVQ certificate and have a debit or credit card ready to pay the £36 fee.
Can I get a temporary CSCS card while I do my NVQ?
Yes, if you need a CSCS card while you are doing your insulation qualification, you can apply for the Experienced Worker card. You can request this card as soon as we have enrolled you on the NVQ (you will also need to pass the CITB Health, Safety & Environment Test).
To apply for the temporary card, we will email you your proof of enrolment which you must submit to CSCS.
You will then upgrade to the Skilled Worker card once you have finished the qualification.
