CITB (The Construction Industry Training Board) is the industry training board and Sector Skills Council for the construction industry in the UK.

WHO SHOULD APPLY FOR A CITB LEVY
The CITB levy applies to all employers ‘engaged wholly or mainly in construction industry activities’. In other words, when construction activities take up more than half of your total employees’ time (including subcontractors).
How much levy you pay is based on your total wage bill (the amount you pay your employees in a year) and the money goes to support the British construction industry to develop the skilled workforce it needs and fund training.
HOW THE CITB EMPLOYER NETWORK FUNDING WORKS
If your a company or a sole trader, you pay 30% towards a qualification and CITB pay the remaining 70% directly to DMR. You first need to be a levy payer and the levy needs to be up to date, or if you are a sole trainer or self employed you just need your levy number and therefore don’t need to pay the levy.
HOW THE CITB SKILLS AND TRAINING FUND WORKS
This is where the company can claim X amount twice a year depending on how many people they have working for them, employees) can get funding for your construction training needs.
